Is there any neural network out of the box tool that was already learned all technical rules by feeding many stock trading data?

As have been pointed out already. There are no general rules for trading in the stock market. You can't really teach a neural network a set of trading rules which will ensure you profitability out of sample. In fact, a recent study suggested that the more heavily you overfit your parameters in sample (what is basically what you would do in the neural network) the worse the strategy performs out of sample. In fact, they pose this as a serious question for the financial industry. I think it would be interesting read for anyone in this forum to read.
